Language Access is a foundation of Fairfax County’s commitment to advancing racial and social equity. Under the supervision of the Language Access Program Manager, this position coordinates, assigns and ensures successful delivery of interpretation and translation services in multiple languages, for JDRDC units and partners. Processes all language requests received in a timely manner and monitors weekly usage of vendors and volunteer services for budget allocation purposes. Serves as a backup interpreter (Spanish) for last-minute cases. Provides overall management, outreach, training and coaching of the VIP-Volunteer Interpreter Program. Serves as back up for MA I, troubleshoots issues that arise daily and prepares reports and presentations as assigned. Also, performs data management, research and policy development related to the operations and services of a department or unit, including developing, recommending, and implementing plans and programs for improvement in the unit’s performance, quality, compliance, or efficiency of operations; a variety of full-performance administrative and professional work that is moderately complex in one or more administration functions within an organizational unit, procurement and contract administration, human resources management, information technology projects, or related functions, including conducting analysis and project management; and performs related work as required.
The assigned functional areas of this position are language translation and interpretation, program coordination/management, project management and public administration.
Salary: The salary for this position will not exceed the midpoint of the pay grade range ($66,103.86 to $88,138.96). Promotional rules apply for current Fairfax County Government and Fairfax County Public Schools employees.
Eligible employees certified as using a second language in their job (35% or more of their worktime) may receive a foreign language stipend in the amount of $1,300 annually where scheduled work time is more than 20 hours per week ($650 annually when scheduled work time is 20 hours or less per week).

Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;
May supervise administrative and paraprofessional staff;
Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations;
Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.;
Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;
Serves as the point-person and liaison within the department and with central county
departments regarding a designated program and functional areas of responsibility;
Prepares reports and presentations of analysis and findings.

Employment Standards
MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor’s degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete the following to the satisfaction of the employer:

PREFERRED QUALIFICATIONS:
- Experience in program management and working with communities and groups where English is a second language.
- Direct experience working in a court setting or organization that has a close connection to the criminal justice system.
- Knowledge of the criminal justice system including court proceedings.
- Excellent written and oral communications skills and presentation experience before a variety of audiences.
- Experience in both professional verbal interpretation and translation of documents.
- Ability to supervise both professional level staff and volunteers effectively; work and make decisions independently with minimal supervision.
- Excellent organizational skills, with strong attention to detail.
- Must be capable of managing various matters on different priority levels and maintaining confidentiality of court and client information.
- Proficiency with using Microsoft Office Suite.
- The successful candidate will pass the County of Fairfax Multilingual Certification skills test for Spanish writing, speaking and listening.
PHYSICAL REQUIREMENTS:
- Duties are generally sedentary, performed in an office and courtroom environment.
- Visual acuity is required to read data on a computer monitor and the incumbent must be able to operate keyboard-driven equipment.
- Must be able to communicate clearly both in person and over the telephone.
