GENERAL PURPOSE:
Provides a variety of complex professional and administrative work in developing, scheduling and directing the Engineering and Traffic Division, Fleet Division, and Streets and Drainage/Stormwater Division.

Assumes responsibility for organizing, directing, and supervising the activities of the Engineering and Traffic Division, Fleet Division, and Streets and Drainage Division.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Plans, assigns, directs, and exercises general supervision over divisional employees engaged in a wide variety of designing, maintenance and operating tasks; studies divisional organization, personnel distribution, and project requirements to effect the most efficient and economical utilization of available personnel.
Exercises supervision of all staff in Engineering and Traffic Divisions, Fleet Division, and Streets and Drainage/Stormwater Division.
Establishes program and project policies for the divisions with the approval of
the Director of Public Works; attends meetings to discuss current work problems, policy changes, safety, and other pertinent matters.
Assists with budget estimates and prepares a variety of reports, and assists with managing yearly budgets for Engineering and Traffic Divisions, Fleet Division, and Streets and Drainage/Stormwater Division.
Manages and prepares cost estimates for Major Street Maintenance Program and Capital Improvement Program.
Oversees all duties performed by the City Engineer.
Responsible for placing all divisional items on the City Council agenda.
Attends conferences and/or training sessions to stay up to date with industry standards and procedures.
Performs all other duties as assigned by the Director of Public Works.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
(a) Bachelor of Science in Civil Engineering.
(b) Five (5) years of experience in Civil Engineering
(c) Registration as a Professional Engineer by the State of Texas.
Necessary Knowledge, Skills, and Abilities:
- Ability to correspond both written and orally with contractors, governmental agencies, developers, private engineers and architects, and the general public
- Have a working knowledge of the storm water management
- Ability to perform and prioritize a wide variety of functions with outside factors constantly affecting priorities.
- Have a working knowledge of the traffic engineering field including the Texas Manual on Uniform Traffic Control Devices.
TOOLS AND EQUIPMENT USED
Personal computer and plotter, calculator, miscellaneous drafting tools, basic survey instruments.
