About this role:
As a Presidential Management Fellow in a Health Insurance Specialist, GS-0107-9/11 position, you can wear many hats. This series typically performs health care policy or program development, research, analysis, or audit. This position focuses on innovative solutions to current healthcare outcomes.

Duties
- Analyze data to interpret how alternative approaches to payment impact health and cost outcomes and quality of care.
- Identify potential policy and program problem areas and develop recommendations for resolving them.
- Research, evaluate, and interpret statutes, federal regulations, draft legislation, policy statements, other program guidance, and data to prepare and analyze materials to make effective policy recommendations for healthcare program improvements.
- Develop federal regulations, policy statements, and other program guidance and materials to effectively communicate and present information to internal and external audiences, such as States.
- Conduct evaluations or analyses of program data related to Health Insurance Exchange programs under the Affordable Care Act.

Qualifications
To be eligible for the Presidential Management Fellows Program, applicants must meet the following requirements:
1. Presidential Management Fellow candidates from the Class of 2024, and
2. Qualification Requirements:
In order to qualify for the GS-09, you must meet one of the following:
- Specialized Experience: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Assisting with analytical duties related to public service or health care programs; and 2) assisting senior officials in the review or audit of healthcare regulations or policies. – OR –
- Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 grade level by possessing a Master’s Degree or equivalent graduate degree or at least 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. – OR –
- Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the GS-09 grade level. Therefore, only education in excess of one full year of graduate level education may be used to combine education and experience.
In order to qualify for the GS-11, you must meet one of the following:
- Specialized Experience: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Evaluating or developing public service or healthcare policies; and 2) Providing recommendations for complex issues related to public service or healthcare programs. – OR –
- Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 level by possessing a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or equivalent doctoral degree or LL.M., if related to the position being filled.– OR –
- Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at the GS-09 grade level. Therefore, only education in excess of two full years of graduate level education may be used to combine education and experience.

NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your transcript we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.
