The Air Quality Program (AQP) within the Department of Ecology is looking to fill a Rules and Planning Unit Supervisor (Environmental Planner 5) position.
Upon hire, you must live within a commutable distance from Lacey, WA.
In this role you will lead a team of environmental planners protecting air quality in Washington. This is a great opportunity for anyone interested in leading a highly collaborative team in a fast-paced environment. The Rules and Planning Unit Supervisor prioritizes projects, monitors progress, supervises staff, and resolves technical and policy questions to ensure clean air across Washington.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. What makes this role unique?
The Ecology Air Quality Program protects and improves air quality in Washington. Our vision is clean, healthy air and climate for all Washington. In this role you will supervise a unit of professionals developing rules and state air quality implementation plans, helping ensure all communities in Washington have healthy air quality and that we meet our goal of net-zero greenhouse gas emissions by 2050.
What you will do:
- Supervise a team of eight planners working to protect air quality in Washington
- Develop state air quality rules to implement new state laws and meet federal Clean Air Act requirements
- Work to include environmental justice considerations into Washington air quality rules
- Collaborate with the local air authorities and EPA
- Communicate and consult with the Air Quality Program leadership team on air quality issues important to Washingtonians
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration, or closely related field with an environmental emphasis.
Seven years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration, or closely related field with an environmental emphasis.
Five years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
Two years of experience as an Environmental Planner 4 at the Department of Ecology

- Knowledge of or experience working with complex environmental regulations
- Experience with rulemaking
- Experience supervising or leading teams through complex or controversial projects
- Skills and ability to analyze, summarize, and communicate complex regulatory topics to a variety of audiences.
- Knowledge of issues affecting air quality and knowledge of air quality laws
- Experience tracking legislation and preparing bill analyses.
- Experience in project management
- Experience providing direction to professional staff
