This Public Health Manager position works within the Division of Family and Community Health, Office of Child and Family Services (OCFS) across all three ‘domains’ of public health: health improvement, health protection and health services delivery and quality. The Public Health Manager in this position works under the direction of OCFS administrators and provides supervision and leadership to teams of nurses, nutrition and support staff who deliver services within a variety of settings in the Central Region covering Campbell, McPherson, Walworth, Edmunds, Potter, Faulk, Sully, Hand, Hyde, Hughes, Stanley, Jones, Haakon, Lyman, Buffalo, Brule, Jackson, Bennet, Mellette, Tripp, Todd, and Gregory counties. Position provides highly specialized knowledge, strategic direction, policy advice, and support to plan health improvement services and initiatives; promotes and leads implementation of public health initiatives; builds partnerships with outside agencies and providers; participates in multi-faceted community health assessments and planning; and provides technical assistance and public health information to individuals, families, partners, and communities. The position works closely with MCH epidemiologists conducting needs assessments. Directs staff and resources to assure Department of Health programs are delivered in accordance with policies, procedures, regulations, standards, and professional scope of practice. Is responsible for staffing and performance management, provides guidance and coaching, and motivates individuals and teams to achieve performance objectives. Focuses on development areas to increase the capabilities of staff and ensure delivery of quality care. Analyzes and evaluates operations and makes recommendations for wider improvements to quality, cost, efficiency, staffing, and programing. Provides technical guidance and serves as a consultant for a wide variety of multidisciplinary and complex situations. Manages budget and fiscal oversite for contract services provided in the region.
Regular travel required to service units within the designated public health region. Work hours extending beyond the 8 a.m. to 5 p.m. workday and on Saturdays may be required.
This position is exempt from the Civil Service Act.
Licenses and Certifications:
Masters degree in public health, healthcare management, or related healthcare field. Bachelors degree in health sciences, healthcare management, degree in health services such as Nursing, or similar field with professional experience.
The Ideal Candidate Will Have:
Experience in a healthcare field at a management level. Experience with partnership building and collaboration, financial and personnel management, policy and program development and evaluation. Strong interpersonal skills.
Knowledge, Skills, and Abilities:
Knowledge and skills to meet core competencies for public health professionals in the eight domains of analytical/assessment skills, policy development/program planning, communication, cultural competency, community dimensions of practice, public health sciences, financial planning and management, leadership and systems thinking skills. Must use sound judgement, analysis, and discretion within the framework of defined policies, procedures, and scope of practice. Must be organized, plan ahead, be goal oriented, able to multitask and prioritize complex situations, and able to adapt to quickly shifting public health and service delivery priorities. Must be able to develop and maintain effective working relationships at all levels, demonstrate strong advocacy for public health, and recognize opportunities to build strategic partnerships with health care providers and community partners. Ability to enhance positive change management. Able to use creative and innovative thinking to eliminate barriers to services and expand reach to underserved populations.
