The Broward County Board of County Commissioners is seeking qualified candidates for Human Services Administrator in the Community Partnership Division within the Human Services Department.

Coordinates social/human services within a large geographic area of Broward County and manages multi-service regional human services facility/facilities.
Works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements
Requires a Master’s degree from an accredited college or university with major coursework in business, health or public administration, social sciences, human services, or closely related field.
Requires four (4) years progressively responsible administrative experience in health care, human services, social services casework, or the provision of social services to children and families including at least two (2) years of supervisory and/or social service program administration experience.
Special Certifications and Licenses Required
Possess and maintain a valid Florida Class E Driver’s License based on area of assignment.
Doctorate Degree from an accredited college or university with major course work in a field directly related to the area of assignment
LCSW, LMHC and/or LMFT
Advanced project/program planning/implementation skills (collaboration with multi-funders and/or multi-agency)
Advanced coordination/management skills with public and/or multi-agency advisory boards
Advanced government procurement and/or contract development/management skills (Social Services)
Experience developing/managing a publicly funded system of care for children and families.
Six Sigma Certification
HIV related healthcare and Ryan White Care Program legislation and policies.
U.S. Department of Health and Human Services The Health Resources and Services Administration grant and reporting requirements.
Creating and implementing new policy or programs with measurable outcomes.
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Development and oversight of the $37 million dollar budget of healthcare and Ryan White Part A’s services system of care delivered through a range of contracted public-private partnerships.
Coordinates social or human services within a large geographic area of Broward County and manages multi-service regional human services facilities; provides supervision to subordinate staff; coordinates staff schedules and work assignments; completes staff’s performance reviews and evaluations.
Authorizes the distribution and expenditures of county and federal funds for eligible clients; designs and implements systems to track and gather data for all required reports and program planning; prepares weekly, monthly and quarterly reports related to Performance Measures.
Consults, reviews, screenings and assessments and approves direct service interventions; reviews, transfers, encumbers and maintains center budget; reviews and approves Request for Disbursement packets.
Develops and maintains collaborative relationships with profit, non-profit, and faith-based agencies, academic institutions, cities and community groups to identify and implement services to address community concerns; further develop one-stop concept.
Management of Advisory Board to ensure a responsive and inclusive system of care.
Assessment of community needs and opportunities related to services for healthcare, HIV and Ryan White Part A.
Designs, implements and maintains a system to collect data to identify and analyze trends, for on-going program and service information for reports and planning, and to measure program outcomes, personnel performance and operational functions.
Manage the development and implementation of strategic plans, and serve as the County’s representative to designated community stakeholder groups.
Participates in case staffing/consultation; assists in development of Division policies and operating procedures and special projects.
Develops, implements and recommends strategies to carry out the Homeless Plan, and evaluates services/needs.
Directs the operations of the section including oversight of all contracts, personnel, and relationships with internal and external groups involved in planning, delivery and monitoring of services for children.
Lead planning and coordination efforts with stakeholders to promote access and utilization.
Serves as staff liaison and provides administrative support to the Children’s Services Advisory Board and its committees; prepares highly complex materials about County services, the local system of care, and state and national children’s policy.
Develops plans to address community needs including launching new programs, and presents recommendations to the division, department, Children’s Services Advisory Board and Commission; serves as the County’s representative to high-level funder and stakeholder boards and councils and other groups to plan and evaluate the system of care for children.
Collaborate with funders and stakeholders.
Advises and guides the Human Services Department’s health and health-related policies.
Coordinates with state, federal, County, and private agencies in planning and improving community services as they relate to health.
Monitors federal and state legislation impacting health funding and services.
Oversees health care services, related programs, and the contracting process for health, mental health, and Ryan White program areas.
Successfully navigate challenging and complex system and assesses the socio-political and economic implications of new policies and regulatory changes on County services and the system of care.
Development of competitive solicitations to procure healthcare, HIV and Ryan White Part A services and provide management and oversight to all resulting contracts with children providers.
Supervision of staff, planning, directing and establishing administrative policy.
Performs related work as assigned.
